You can not visit at will; you must plan a preemptive visit on a weekday to the administrative office, where you will write to the commandant for access to the grounds, which may or may not be granted.
The administrative office is being co-utilized as event ground on weekends; it houses a museum which you can access at anytime by paying a #250 fee.
