It was created for students of the Federal University of Technology, Akure residing in Akindeko hostel as a form of recreation. There's no restriction as to who can make use of the court (so far as you're a guy since it's a male hostel) however, if you do not reside in Akindeko, you might want to go along with some friends to play with or contact some living in the hostel to join you else you'd have to play alone. Occasionally the court is used as a pitch for Akindeko's famous street soccer.
